Jeffrey W. Wells

Jeffery (“Jeff”) W. Wells is an Attorney of Counsel with Moyer Lewis. Jeff’s practice areas include real estate, property tax, title examination, oil and gas, corporate governance, business litigation / transactions, wills, trusts and estate planning. 


Jeff has extensive experience in a wide variety of real estate and property law matters. As a licensed Texas attorney for over fifteen years, Jeff has assisted clients in property matters including:

  • Real Estate (including mineral) title examination
  • Land Title curative matters
  • Ad valorem property tax, assessments, protests and valuations
  • Property tax litigation
  • Property transaction due diligence
  • Real and personal property liens, lien rights and foreclosures
  • Property owner’s rights and dispute litigation and resolution

As a result of his years of property law practice in Texas, Jeff has established relationships with numerous title and abstract companies, taxing entities, appraisal districts, and administrative agencies throughout the state.     


Coming from an oil and gas law firm where he practiced for 13+ years, Jeff has served clients in many areas and aspects relating to oil, gas and mineral law.  He has represented major and independent oil and gas operators, producers and service companies, as well as mineral property and land owners.  Jeff has extensive knowledge of oil, gas and mineral contract formation and negotiation, mineral property use and leases, oil and gas related dispute resolution, administrative procedures and compliance.  His areas of knowledge include:

  • Mineral / Land Title examination – title opinions, division orders and ownership evaluation
  • Mineral leases and property use agreements
  • Joint Operating Agreements (JOAs) and related agreements between operators, non-operators and working interest owners
  • Contract dispute resolution and litigation
  • Mineral Property Taxation
  • Regulatory compliance – Texas Railroad Commission, BOEM, EPA


Jeff’s legal practice includes representation of corporations and individuals in corporate formation and governance, administrative compliance and general business litigation (including claim evaluation, pre-trial discovery, motions practice and trial preparation in breach of contract, commercial disputes, collections and defense of claims). 
Jeff has represented clients in matters relating to:

  • Corporate contracts, breach of contract claims and defense of claims
  • Commercial and industrial business protests and appeals of property tax valuations.
  • Business entity formation and governance (Board, Shareholder and Director Meetings)
  • Business entity regulation and compliance
  • Mergers & Acquisitions, Purchase & Sale Agreements and Asset Sale Agreements
  • Representation of corporations, directors, officers and shareholders
  • Collections of corporate accounts and creditor/ debtor rights and remedies
  • Outside corporate counsel for oil & gas companies, utilities and business entities
  • Practice with administrative and regulatory agencies including: Secretary of State, County Appraisal Districts & Tax Assessor’s Offices, Comptroller’s Office, Texas Railroad Commission, TCEQ, EPA, BSEE and BOEM


With the inherent relationship between property law and an individual’s ownership of possessions and property, Jeff has assisted in estate planning and drafting of wills and trusts for the protection and transfer of his client’s property and estate assets.  Jeff’s services in this area encompass:

  • Client interviews and estate evaluation
  • Wills and Trust drafting and formation
  • Probate, estate administration and non-probate estate options and asset protection
  • Guardianship, medical directives and powers of attorney (including general, financial and medical authorizations)


Jeff has also represented clients in a variety of mediation and negotiated settlement sessions involving litigation claims, property tax valuation, creditor rights.

Jeff is a qualified Texas mediator, having completed all required training under the Texas Civil Practice and Remedies Code.
